In a stunning turnaround, the Assistant Secretary for the US Department of Education, Eduardo M. Ochoa, issued a letter giving the CCE one year continued accreditation, but removing an important mandate issued by the US Department of Education's National Advisory Committee on Institutional Quality and Integrity (NACIQI). Read original story on NACIQI mandate to CCE here.
Also click here or on USDE logo right, for transcript of that NACIQI meeting in December 2011.
The original language issued by NACIQI included the sentence, "In addition to the numerous issues identified in the staff report, NACIQI asks the agency to demonstrate compliance with Section 602.13 dealing with the wide acceptance of its standards, policies, procedures, and decisions; and to address how its standards advance quality in chiropractic education."
Removal of this language means CCE does not have to address the 4000 complaints or those complaints brought forth by the numerous organizations that presented at the NACIQI hearing in December. In his letter to CCE, Assistant Secretary Ochoa dismisses the voices that spoke out against the CCE by saying, "I disagree with NACIQI's concern about lack of wide acceptance of the agencies standards in the field. The dissenting voices in my judgment are a small minority in the profession." The entire letter can be seen here on the CCE website.
The decision from Assistant Secretary Ochoa seems to have been in response to a December 22, 2011 CCE letter just made public where they categorize the testimony as misleading and mainly coming from one source. In the letter from David J. Wickes, M.A., D.C., Chair of the Council on Chiropractic Education, CCE stated, "First, we feel that the Committee was unfairly influenced by misleading 3rd party testimony during the meeting and did not put all testimony into proper perspective. Specifically, strong endorsements were provided from the Association of Chiropractic Colleges (speaking on behalf of each and every program/institution accredited by CCE), the Federation of Chiropractic Licensing Boards (speaking on behalf of all 54 state and territorial licensing boards), the American Chiropractic Association (the largest professional association, with membership 3-4 times as great as the International Chiropractic Association,) and the newest and most recently accredited program (D'Youvilie College). In contrast, seven (7) International Chiropractic Association (ICA) officers (to include their past president) and committee chairs, presented testimony under the guise of various organizations and provided no evidence to support outlandish claims of false documents or unethical behaviors, etc."
The entire CCE letter to Assistant Secretary Ochoa can be seen on the CCE website here.
Although filled with many inaccuracies, the CCE, along with the FCLB and ACA have managed to convince the USDE that the voices or dissension are a small minority view. This is in spite of the fact that there were 4000 complaints issued against the CCE, including more actual representation than the organizations listed by CCE.
The ICA issued a report before the Assistant Secretary's letter which outlines the issues, "An Initial Report of the International Chiropractors Associationís Ad-Hoc Committee On the Standards, Policies, By-Laws and Practices Of the Council on Chiropractic Education." Amended, March 9, 2012. Click here for download.
