CCE Agrees to Talks on Restructuring Their Governance

The Council on Chiropractic Education (CCE) has publicly agreed to meetings to discuss concerns over their governance structure. This agreement comes just weeks before the CCE is up for hearings on their own accreditation with the US Department of Education.  For years, the CCE has made moves that drew criticism from the subluxation based portion of the profession which led to numerous groups showing up in Washington testifying against the CCE at their reaccredidation hearings. To many the root of the issues was that a small group with a specific agenda maintained control over the CCE and continued to tailor the rules to ensure their ongoing influence.  This public announcement by CCE could lead to fair representation in the governance of CCE.

The following is from the release by the International Chiropractors Association.

CCE Agrees to Serious Discussions
On Governance Reform

Senior leaders of the Council on Chiropractic Education (CCE) have extended a public offer to the International Chiropractors Association (ICA) and other Summit Roundtable members to engage in detailed talks on the reform of the CCE’s governance structure in response to ongoing expressions of concern by ICA and other organizations over issues of fairness and representation in the current CCE structure. This offer was first extended at a meeting of the Chiropractic Summit Roundtable in October in Atlanta, Georgia.

The Chiropractic Summit Roundtable is a group that consists of the presidents or their designees from:

The Federation of Chiropractic Licensing Boards (FCLB)
The National Board of Chiropractic Examiners (NBCE)
The International Chiropractors Association (ICA)
The Association of Chiropractic Colleges (ACC)
The Congress of Chiropractic State Associations (COCSA)
The American Chiropractic Association (ACA)
The Council on Chiropractic Education (CCE)

The purpose of this smaller working group is to provide a forum to address potentially divisive and controversial issues outside the 40-plus member organization Summit general meetings.

ICA President Dr. Michael S. McLean and ICA representative to the Summit Steering Committee Dr. Stephen P. Welsh represented ICA at the Round Table recently convened in Atlanta, Georgia. At that meeting, grave concern was expressed not only by the CCE representatives but also other organizations since the temporary re-recognition that was provided by the US Department of Education (USDE) two years ago is up for further consideration in 2013 and that the options for the National Advisory Committee on Institutional Quality and Integrity (NACIQI) to further extend such probation were limited. Thus, there was concern that the NACIQI Committee vote scheduled for Washington DC this coming December was likely to be a straight up or down vote.

“CCE representatives at the recent Atlanta meeting offered to enter into discussions on ICA’s governance concerns, with the participation of the member organizations of the Round Table.” said Dr. McLean. “This offer was accepted at the Summit meeting in Seattle, on November 7, 2013, with numerous Summit organizations publicly voicing their support for such a dialogue. On the basis of this offer, ICA has agreed to enter into reform discussions with the goal being an electoral process more representative of the mainstream of chiropractic.”

Chiropractic Summit Unanimously Agrees that Chiropractic is a Drugless Profession

An historic proclamation by all the leading groups and schools in chiropractic was unanimously approved by the participants of the Chiropractic Summit. This statement sets the course that drugs are not part of the practice of chiropractic. This also relegates the small splinter groups that are pushing for drugs to the status of a "fringe element" within the chiropractic profession.

The following is from an ICA release:

Chiropractic Organizations Unite Behind Public Position on Chiropractic as a Drugless Approach to Health Care

November 21, 2013 -- In an historic and profoundly significant unanimous position statement, the more than 40 organizations that comprise The Chiropractic Summit have adopted a clear and concise public position on chiropractic science and practice as a drug-free approach to health care. At a meeting of the Summit organizations in Seattle, Washington on November 7, 2013, the Summit adopted the following statement:

The drug issue is a non-issue because no chiropractic organization in the Summit promotes the inclusion of prescription drug rights and all chiropractic organizations in the Summit support the drug-free approach to health care.

"This definitive and unequivocal position statement puts to rest any question as to position of all of the credible organizations within the chiropractic profession on the issue of drugs," said ICA President Dr. Michael S. McLean. "This united front will allow the world of chiropractic to move forward with a new focus on the essentials of chiropractic's unique approach to health and healing and stop the divisive and wasteful efforts required to address the drug agenda of a tiny sliver of the profession."

"The unanimously adopted Summit statement has stopped any erosion of chiropractic's positive, clear identity from the issue of drugs and established a firm, positive foundation on which powerful new growth for our profession can be anchored," said Dr. McLean. "ICA is proud of its historic position on drugs and excited that the vital center of the profession, as represented by the Summit, has now come together with us. It is the right thing to do for the chiropractic practitioner, patient and for our national health care system."
